The CFC Regular Chess Post – October 1/12 – CFC Governors’ On-line Fall Meeting.

The 58 CFC Governors from across Canada, start meeting on-line at their 2012 Fall ( October ) Meeting. It is for one week ( to Oct. 7 ). 4 days are for debate, and 3 days to vote on motions. Generally these meetings, unlike the CFC AGM, are closed to the public. But at the 2012 CFC AGM, a motion was passed to open this Fall Meeting to the public as a test. The public are allowed to view, but cannot themselves post. The forum is on the CFC’s discussion board, and a separate forum has been established for the meeting. Should some topic arise that has to be treated as confidential, then the governors will adjourn that agenda item to their confidential Governors’ Discussion Board for debate and decision. 7. 2013-C Affiliate Program Revamp (Pacey/Palsson)

To amend the CFC Handbook’s Section 21 from subsections 2106 to 2110, so as to be entirely replaced with the following:

2106. CFC MEMBERSHIP SALES AFFILIATE PROGRAM

2107. Description

CFC Membership Sales Affiliation (not to be confused with Provincial Affiliation, where a certain organization in each province is recognized by the CFC as the representative group of chess in that province) is a program to give incentive to local chess organizations and individuals to increase the number of full CFC memberships they collect.

2108. Benefit

For $25 a year (plus HST/GST), a CFC membership sales affiliate receives a 15% rebate on all CFC (not provincial) dues for all full (i.e. not Tournament or Life) CFC membership fees collected which are submitted to the CFC office within 7 days of their collection by the CFC membership sales affiliate.

2109. Method of CFC Membership Sales Affiliation

Any chess organization (or individual) may become a CFC membership sales affiliate with the CFC for a fee of $25 per year (plus HST/GST). Send this fee to: CFC, 356 Ontario Street, Suite 373, Stratford ON, N5A 7X6

Rationale for motion:

(Note: unlike the to-be-replaced old section 21, there is to be no sub-section 2110)

The old Affiliate Program has fallen into disuse. The word ‘Affiliate’ when used alone may have been a cause for confusion, hence ‘CFC Membership Sales Affiliate’ is used instead (‘Club Affiliate’ might also cause undue confusion, differently, if used). Tracking auto-renewals was rejected as being unnecessarily complex. The amount for the fee ($25) was selected to try to provide a more substantial incentive to more chess organizations and individuals than the old Affiliate program offered. At the current amount for the CFC portion of an adult CFC membership, a CFC Membership Sales Affiliate would need to collect 5 adult CFC membership fees to just about break even, taking into account GST/HST ($36 x 0.15 = $5.40 would be received by a CFC membership sales affiliate for one adult CFC membership fee collected). The proposed new Program’s success may depend heavily upon advertising. I (Kevin Pacey) offer to contact Canadian chess clubs individually by email as one way of advertising a CFC Membership Sales Affiliate Program, if this motion (or perhaps a similar one) is passed at this meeting.

8. 2013-D Repeal Section 3, p. 397 (Bond/Gillanders)

9. 2013-E Modify Section 7, p. 732 by adding after "(tournaments or matches)" the following: "with the exception of the CYCC, Canadian Junior, or any FIDE-rated tournament." (Bond/Gillanders)

10. 2013-F Renumber Section 10, p. 1015 to p. 1016 and add a new p. 1015 that reads as follows: "CFC Membership: All participants in the CYCC must possess a valid CFC membership." (McDonald/Bond)

11. 2013-G Renumber Section 10, p. 1064 to p. 1065 and add a new p. 1064 that reads as follows: "CFC Membership: All participants in the Canadian Junior must possess a valid CFC membership." (McDonald/Bond)

12. 2013-H Replace the wording of Section 7, p. 790h with the following: "All Canadian players who compete in a FIDE registered event must be members in good standing of the CFC, or possess a valid tournament passport prior to the start of the tournament." (Bond/McKim)

13. 2013-I (Bond/Gillanders) That the following be added as the first paragraph of Section 1:

Unless specified elsewhere in this Handbook, the regulations surrounding the play of chess in Canada are governed by the FIDE Handbook (http://www.fide.com/fide/handbook.html). These include, but are not limited to:

As an exception to the above, the play of correspondence chess in Canada is governed by the Canadian Correspondence Chess Association (http://www.correspondencechess.com/ccca/).

14. 2013-J (Bond/Gillanders) That the information contained in p. 1301 through p. 1309 be migrated to the "FIDE" section of the CFC website (and a link provided beneath the Handbook's Table of Contents), while p. 1310 and p. 1311 be reassigned to what is presently Section 3 and appropriately re-designated.

15. 2013-K (Bond/Gillanders) That Section 18 be removed and, instead, be offered as a PDF document under "Downloadable Resources" on the CFC website and beneath the Handbook's Table of Contents.

16. 2013-L (Bond/Gillanders) Should 2013-I through 2013-K pass, that the Handbook's table of contents be reformatted by: removing Section 4; removing Section 5; removing Section 6; removing Section 13; removing Section 15; removing Section 17; removing Section 18; and renumbering the remaining sections in sequence.

17. 2013-M (McKim/Bond) That the CFC AGM officially be made an online meeting.

18. 2013-N (McKim/Bond) That the proceedings of all CFC quarterly meetings and AGM’s be conducted in a public forum.

19. 2013-O (McKim/Bond) Should 2013-N pass, that Governors' Letters be replaced by quarterly voting ledgers.

20. 2013-P (Bond/Gillanders) That the following clauses be added to Section 7, p.738b): "ix. Should a player have a norm result after the first 5 rounds of play, regardless of subsequent results within the same event, a norm shall be awarded"; and "x. Should a player's performance after 4 rounds of play in an event be such that a norm result is guaranteed regardless of result in the fifth round, that player shall be awarded a norm, whether the fifth round is played or not."

21. 2013-Q (Mallon/Craft) Votes held in-between regular meetings

That in the event a governor’s vote is needed outside the times of the regular online meetings and AGM, such a vote will take place on the governors’ private discussion forum following not fewer than 72 hours of exclusive discussion time on that forum. An email must be sent to all governors at the start of discussion giving them a direct link to the discussion, with the same happening as of the start of voting.


This text will become Paragraph 23 of Article One. (The numbering scheme is extremely confusing below 301 and we may want to look at this!)

The existing Paragraph 23 "Signing Officers" seems to conflict with By-Law Two Article 9, but until such confusion is resolved, the current Article One, Paragraph 23 will become part c) of By-Law Two Article 9.


I suggest that this motion is constitutional.

22. 2013-R (Mallon/Denommee) Participation in the World Junior

To Change Section 1052 of the CFC Handbook.

Section 1052 currently reads:

1062. Participation in the World Event:
The winner of the event shall be eligible to participate in the World Junior event. If the winner is unable to participate, the second place finisher shall be invited to go in his place. If the second place finisher also declines, the highest finisher in the tournament who is willing to participate in the world event, shall be selected. The CFC Board of Directors shall use an appropriate tie breaking method to break ties if required to determine the order of finish. [Amended, see Motion 2003-02, 02-03GL3, December 2002]
Change to:

1062 Participation in the World Junior Championship and World Junior Girls Championship:

a) The official representative of Canada in the World Junior Championship events will be the winners of the respective National events. If the winner is unable to participate, the second place finisher shall be invited to go in his place. If the second place finisher also declines, the highest finisher in the tournament who is willing to participate in the world event shall be selected.

b) Additional players may participate, however they will not be the official Canadian representative and as such will not be entitled to any special offers from the organizer of the World event. Such players are responsible for all fees and expenses that may be involved in their participation. They must qualify in one of the three following methods:
1) Finished 1st-3rd in the National event
2) Are rated higher than 2300 CFC or 2200 FIDE (2100 CFC and 2000 FIDE for girls)
3) Participated in the National event and have a peak CFC or FIDE rating above 2000 (1800 for girls)

c) Any players who wish to participate in a World Junior Championship event who qualify under 1062.b.2 or 1062.b.3 must pay a $250 fee to the CFC in order to be eligible. Players qualifying under 1062.b.1 are exempt from paying this fee. All fees collected under this rule are to be immediately forwarded by the CFC as a principal donation to the Kalev Pugi fund to support youth chess in Canada.

d) The CFC Board of Directors shall use an appropriate tie breaking method to break ties if required to determine the order of finish. The tie breaking method must be acceptable as per CFC and FIDE rules, and must be announced prior to the start of the National event.
Background

We've had issues trying to find the right compromise between protecting the Canadian Junior and giving our Youth access to the strongest events. This motion would allow strong players more opportunity to participate in the World Junior events, while at the same time either supporting the Canadian Junior, or supporting the Kalev Pugi fund by increasing its principal balance and by extension increasing how much support they are able to provide annually.

Some have suggested the rules for the Junior should be identical to the WYCC. That argument is valid to some extent, however with the Junior we are also dealing with University students who potentially have much less flexibility with their time. Also, were similar rules including donations to the Pugi fund put into place for the WYCC, we could see the Pugi fund rapidly grow in size which is also a great thing for Youth chess in Canada.

Having the entire fee go to the Pugi fund makes it obvious that the money will be used for Youth chess and not just go into general revenues. This 100% pass-through would not work for the WYCC since there are team expenses for that event, so some money would have to be retained for those purposes.
